What would be good hardware specifications of a new Mac for development in Rho. Which one is better, Macbook Air or Pro & name, version of Mac OS required?

Hi,
It is general requirements for Apple development - more RAM, SSD, powerful CPU etc. Also keep in mind - Apple release new versions of XCode for latest Mac OS X only. But development is possible on Macbook Air also. I recommended 8Gb RAM ninimum, 16 is better. P.S. If you want to keep money - is good way to buy used MacBook Pro (models before retina - before 2013) - they can be upgraded byself - possible increase RAM and replace HDD to SSD.

The 2012 i7 Mac Mini is a good choice - IF you can find one! They are in great demand by developers.
Apple cobbled the later Mac Minis and they are not as powerful as the 2012 i7.
Of course a Mac Pro, if you can afford it. But it is aging and not good bang for the buck.

Sierra. All of the others you mentioned are obsolete, you won't be able to run current XCode on any of them.
